What Documents Are Required for Solar Panel Installation?
Solar panel installation in Latvia requires several types of documents depending on system size, location and type of building. We handle everything — from design to grid connection.
Electrical design
A certified electrical designer prepares the electrical diagram in accordance with LVS EN 62109, LVS 40-2 and grid operator requirements. Mandatory for all systems — we handle it.
Grid operator application
Application for technical conditions and system registration as a micro-generator. We submit it, monitor progress and coordinate with the grid operator.
Building permit (where required)
Not required for roof-mounted systems up to 11.04 kW. For larger systems and ground structures — we help identify requirements and submit to the local authority.
Warranty documents
Manufacturer warranties for panels (25 yr.), inverter (5–10 yr.), mounting system (10–15 yr.) and our work warranty (10 yr.) — all documents handed to you after commissioning.
Equipment certificates
CE certificates, documentation for inverters on the grid operator's approved list and panel technical specifications — provided together with the equipment.
Acceptance certificate
After installation we sign a handover/acceptance certificate recording the system inspection, measurement results, and the client receives a walkthrough on system use.
Is a Building Permit Required for Solar Panels?
Under the Latvian Construction Law and Cabinet Regulation No. 500, the requirements are:
- Roof-mounted (capacity up to 11.04 kW) — building permit not required, simplified process applies
- Roof-mounted (capacity above 11.04 kW) — minimum-scope construction project required
- Ground-mounted (up to 10 m²) — generally not required, depends on local authority regulations
- Ground-mounted (above 10 m²) — may require a municipal decision or building permit
- Cultural heritage zones — additional approval from the State Inspectorate for Heritage Protection required

Documentation Timeline
Survey and design (1–2 wks)
Site survey, system design and electrical design preparation. Grid application submitted simultaneously.
Grid operator review (20–30 w.d.)
The grid operator reviews the application and issues technical conditions. During this time we prepare equipment and plan installation.
Installation (1–3 days)
Panel mounting, electrical wiring, inverter and meter connection. We often carry out installation in parallel with the grid operator process.
Connection and handover
The grid operator inspects the installation and approves connection. You receive the full documentation package and a system walkthrough.
